On September 10, 2007, James D. Dondero resigned as a member of the Board of Directors of Leap
Wireless International, Inc., effective immediately. On September 12, 2007, the Company issued a
press release announcing Mr. Dondero’s resignation, a copy of which is attached as Exhibit 99.1 to
this current report.
