The executive management of the Company wishes to certify the accuracy of the Company's financial position and results of operations as of and for the period ended June 30, 2002 and, as of the regulatory due date for its Quarterly Report on Form 10-Q for the period ended June 30, 2002, was awaiting updates from the Company's outside counsel for all litigation and environmental matters in which the Company is involved. As a result, the Company is unable to complete and file its Quarterly Report on Form 10-Q by the prescribed date without unreasonable effort or expense.
