The Federal Home Loan Bank of Pittsburgh (FHLBank), in conjunction with its housing finance agency partners, announced that $8.4 million in Home4Good grants have been awarded this year to support 110 programs in Delaware, Pennsylvania and West Virginia in the fight against homelessness. Combined, FHLBank contributed $6 million to the initiative in 2025, and its partners – the Delaware State Housing Authority (DSHA), the Pennsylvania Housing Finance Agency (PHFA), and the West Virginia Housing Development Fund (WVHDF) – contributed an additional $2.4 million.
“These efforts to address homelessness through Home4Good are made possible by FHLBank’s partnership with housing finance agencies, our members, and local service providers,” said David G. Paulson, President and CEO, FHLBank. “This year, we’re extending more than $8 million throughout our three-state district to address homelessness and fund resources for individuals and families in need.”
Home4Good helps those who are homeless or at risk of homelessness by providing grants to local homeless services organizations to meet critical community needs. Organizations providing services in Delaware, Pennsylvania and West Virginia apply for funding, and applications are supported by FHLBank member institutions. Regional Continuum of Care agencies provide support during the application and selection process.
“Housing insecurity and homelessness are two of the most pressing challenges facing our state. The Home4Good program, and the ongoing commitment from FHLBank and its members, provides critical resources to nonprofit groups working to fix the problem,” said Matthew Heckles, Director, DSHA. “These partnerships are essential to ensure we can help those most in need find and maintain stable housing.”
"The housing crisis impacts every Pennsylvania community,” said Robin Wiessmann, Executive Director and CEO, PHFA. "It is wonderful to once again work alongside FHLBank Pittsburgh to provide funding that will enable families and individuals most in need of housing to find a place to call their own."
“This funding through the Home4Good Program is life-changing for West Virginians struggling to keep a roof over their heads,” said Nathan Testman, Interim Executive Director, WVHDF. “Since 2018, our partnership with FHLBank Pittsburgh has brought nearly $10 million into our state to fund much-needed housing support services through our Continuums of Care. We are proud to work with FHLBank Pittsburgh to address critical housing needs throughout our state.”

About the Delaware State Housing Authority
The Delaware State Housing Authority (DSHA), formed in 1968, is dedicated to providing quality, affordable housing opportunities and appropriate supportive services to low- and moderate-income Delawareans. In addition to its role as the State's Housing Finance Agency, DSHA is unique in that it also serves as a Public Housing Authority and acts as a Community Development Agency. As a Public Housing Authority, DSHA receives funding from HUD to build, own and operate public housing in Kent and Sussex counties, two of Delaware's three counties. For more information about DSHA, please call (302) 739-4263 or visit destatehousing.com.
About the Pennsylvania Housing Finance Agency
The Pennsylvania Housing Finance Agency works to provide affordable homeownership and rental housing options for older adults, low- and moderate-income families, and people with special housing needs. Through its carefully managed mortgage programs and investments in multifamily housing developments, PHFA also promotes economic development across the state. Since its creation by the legislature in 1972, it has generated more than $18.9 billion of funding for more than 201,500 single-family home mortgage loans, helped fund the construction of 103,328 rental units, distributed approximately $289 million to support local housing initiatives, and saved the homes of more than 50,860 families from foreclosure. PHFA programs and operations are funded primarily by the sale of securities and from fees paid by program users, not by public tax dollars. The agency is governed by a 14-member board.
About the West Virginia Housing Development Fund
The West Virginia Housing Development Fund was established to increase the supply of residential housing for individuals and families of low to moderate income and to provide construction and permanent mortgage financing to public and private housing investors. The West Virginia Housing Development Fund is an Equal Housing Opportunity Lender, NMLS # 198038. For more information, visit www.wvhdf.com.
