DHA, Housing Solutions for North Texas to Convert the Roseland Community as Part of HUD’s Rental Assistance Demonstration Program

The agency will modernize 274 affordable housing units in Central Dallas as part of its first RAD project

DHA, Housing Solutions for North Texas (“DHA”), has achieved a historic milestone with the award of a Commitment to Enter into a Housing Assistance Payments Contract (CHAP) from the U.S. Department of Housing and Urban Development (HUD) for the agency’s inaugural Rental Assistance Demonstration (RAD) conversion in the city of Dallas.

As part of the Roseland Townhomes and Roseland Estates redevelopment, 274 units of affordable housing, located in a high-opportunity area, will convert to Project-Based Voucher units under RAD. The RAD program is a more modern approach for HUD and its network of public housing authorities (PHAs) to generate funds for preserving public housing, including both public and private debt and equity. RAD allows housing authorities to “convert” their units into project-based voucher assistance, or housing assistance tied to specific units, which makes it easier to preserve long-term affordability.

This innovative, affordable housing preservation model addresses the capital and modernization challenges faced by public housing, providing access to tools widely used across the private market housing industry, and helps insulate properties from fluctuations in federal funding. RAD allows housing authorities access to additional sources of funding needed for significant repairs to public housing, such as the Low Income Housing Tax Credit Program (LIHTC).

The RAD conversion builds on DHA’s recently announced $69 million bond reservation, which will partially finance the comprehensive renovation of the Roseland community. Together, these milestones demonstrate DHA’s commitment to preserving affordability, modernizing historic properties, and addressing the urgent shortage of quality, affordable homes in North Texas, where there is a deficit of 665,967 affordable units for households earning at or below 30% of the area median income. In the Dallas–Fort Worth region, only 14 affordable units exist for every 100 extremely low-income households, one of the lowest ratios in the nation.

Through a 20-year Housing Assistance Payment (HAP) contract, renewable in perpetuity, the homes at Roseland will remain affordable to low-income households. Residents will continue to pay rent based on 30 percent of their income.

Other Texas-based PHAs that have successfully implemented the RAD conversion model include Housing Authority of the City of Austin (HACA), Housing Authority of the City of El Paso (HACEP), and Fort Worth Housing Solutions.

This CHAP award enables DHA to advance the redevelopment of the Roseland community, including identifying the necessary scope of work, securing financing commitments, and engaging development partners. This comprehensive renovation includes modernizing units and upgrading infrastructure, security, and community amenities, enhancing the historic neighborhood for residents and the broader Dallas community.
